This will certainly not endear me to the politically correct folks, but I have to respectfully disagree, to a point.
First, I totally agree that enlisting the offender is the route of choice. IF that doesn't work, however, I vote for guerrilla warfare. Smokers are not allowed to smoke in workplaces because of the effect of second hand smoke. Centerfold pictures from soft porn magazines are no longer permissable on toolboxes, because of the implied sexual harassment. Posting cartoons which might be construed as discriminatory and/or harassment is unacceptable. If we can all be forced to change our behavior in these ways (and NO, I'm not endorsing any of these behaviors, but I'm not condemning them either), then why can't people (read both MEN and WOMEN) who overuse odiferous substances which serve absolutely NO purpose but to temporarily and artificially alter one's natural state AND which do, in fact, cause medical problems for some other people, be FORCED to alter their behavior?
This all goes totally against my personal philosophy that the best government is the least government, but even I have to admit that I lost that battle decades ago. So, if we can't fight them, JOIN THEM!
If the offender will not voluntarily co-operate, invoke ADA and OSHA and every other thing you can think of. Your ability to satisfactorily perform your required work duties is being negatively affected by someone who is engaging in a behavior which contributes NOTHING to the workplace and places you in jeopardy of losing your job. There is absolutely no means for them to justify supporting the offender's 'right' to wear perfume at the excessive level she obviously does.
Just my opinion, I could be wrong.
