Oxygen requires a prescription, and you can get set up from any of the home health care agencies near you, or a supplier of durable medical goods. Your basic pharmacy doesn't do it.
In Memphis, it's about $25 for an E-cylinder refill (treats about 10 headaches for me at 15 minutes each, 7 liters/minute). Regulator rental is $50/month, or you can buy it for $110. They usually throw in the mask for free -- get a non-rebreathing type.
If insurance balks at paying, look for drummer's post (link below). If you can't convince them, I understand you can get it cheaper at the welding supply store (I think $2.50 per headache is pretty cheap already though, compared to $35 Imitrex sprays or $50 shots).
