It does seem as though everyone who's emailed me with signup problems are non-US. At first I thought it might be rejecting those with 7 digits (vs 8) ICQ#'s, but that theory bombed. I"m still working on it and will keep you posted if I find something.
Oh, and read Linda B's post here. Make sure you've got your password correct. You might even want to use the "Lost your password?" function to double check. Heck, I've go more passwords than drugs (well, close at least!) and I never use my ICQ p/w.
