What you describe certainly sounds like seizures, but if they were able to do an EEG while he had one of his spellls, and didn't see any seizure activity, it would be hard to support that diagnosis.
The diagnosis of Migraine actually extends beyond that of simple head pain. Complex migraines can sometimes appear like strokes (where a person's arm becomes non-functional for a period of time, loss of vision, etc) and can actually not be associated with pain. It is, however, a diagnosis of exclusion, meaning that other causes must be ruled out before you pronounce a person's problems as migraines.
It sounds like you are having the right people see him, and that they are doing the right thing by monitoring him. I wish you the best of luck. It's so hard to see someone so small having such a hard time...and not being able to do anything about it. Hang in there.
